A new multi-million dollar state-of-the-art training facility in Melbourne’s north will be the benchmark for emergency services training across the country, Victorian Premier Dr Denis Napthine announced today.

Dr Napthine officially opened the new Victorian Emergency Management Training Centre (VEMTC) in Craigieburn alongside Minister for Police and Emergency Services and Minister for Bushfire Response Kim Wells and Minister for Major Projects, Ports and Manufacturing David Hodgett.

“This emergency management hub will ensure our firefighters and the entire emergency management sector will have access to modern training facilities and infrastructure that will promote interoperability and allow each agency to grow and adapt to future demands,” Dr Napthine said.

“The $109 million facility also supports the Victorian Government’s biggest reforms to emergency management in 30 years by providing an ‘all hazards, all agencies’ approach to emergency management.”

The VEMTC will cater for both volunteer and career emergency services personnel from agencies and departments including:

  •   MFB;
  •   CFA;
  •   Victoria Police;
  •   Ambulance Victoria;
  •   Victorian State Emergency Services (SES); and
  •   Department of Environment and Primary Industries (DEPI)


Dr Napthine said VEMTC was a project led and managed by the MFB, with the
strong support of Major Projects Victoria.

“This facility will allow Victoria’s emergency services personal to be trained to the very highest standards. VEMTC enables firefighters, police, paramedics and other agencies to train together in realistic emergency situations,” Dr Napthine said.

“VEMTC will help Victoria deliver benchmark training that will increase our capacity to respond to emergencies.”

Mr Wells said the investment highlights the Victorian Coalition Governments commitment to emergency services personnel and recognises the critical role our volunteer and career firefighters play in keeping Victorian’s safe.

“The Coalition Government continues to invest record levels of funding in Victoria’s fire agencies,” Mr Wells said.

VEMTC will provide trainees with access to realistic emergency scenarios.

“The centre has areas that simulate the situations emergency services personnel typically face,” Mr Wells said.

“Training scenarios include fire in a shop front, service station or at a petrochemical facility, through to searching collapsed buildings, carrying out road rescues, and an emergency in a railway tunnel.”

Mr Wells said the $30 million Victoria Police Operational Tactics and Safety Training facility located adjacent to VEMTC was also near completion.

Mr Hodgett said VEMTC was on an 18.6 hectare site, giving it plenty of room to grow in the future.

“We have delivered a world’s-best fire and emergency services training complex, giving our emergency services personnel the ability to train in realistic, yet controlled environments” Mr Hodgett said.

“VEMTC will be a benchmark in Australia for training excellence and another demonstration of the Victorian Coalition Government’s ability to deliver significant major projects on time and on budget."
