Enterprise bargaining update
There are a number of staff agreements that affect our people, both operational and non-operational. These are renegotiated every few years.
Although we communicate directly with staff covered by the agreements throughout negotiations it's important that, wherever possible, all CFA members are aware of what's happening.
CFA's negotiating position for all agreements is subject to the Victorian Government's Workplace Relations policies.
2013 Operations Staff Agreement
We're now 16 weeks into the negotiation period for the 2013 Operational Staff Agreement. The proposed agreement sets out the terms, conditions and entitlements for our people over the next four years. This includes leave, allowances, dispute resolution, hours of work, consultation requirements and wages.
This agreement will set out the working conditions for career firefighters, instructors, fire service communication controllers, communications technical service officers, protective equipment technicians, PAD operators and supervisors, operations officers and operations managers.
The new agreement needs to reflect where CFA will be in four years' time and prepare us for tomorrow's challenges.
CFA is meeting with bargaining representatives on a fortnightly basis and aiming to finish negotiations as close as possible to 30 September, when the current agreement expires.
PTA (Professional, Technical and Administrative) Agreement 2011
Some aspects of this agreement are still being implemented, including:
- allowances for operational support
- developing role statements for each PTA pay classification
- developing information guides to support and explain the agreement
- finalising the BASO/BASC roles and structure.
The current agreement is due to expire in December 2013. CFA has submitted its proposed management log to the Government for approval. CFA will seek to commence negotiations with our employees and their representatives once this is approved.
Managers Community Safety Agreement
CFA continues to investigate the options available to provide the best possible outcome for managers community safety. CFA expects to be able to discuss potential options in the next month.
Fiskville Hospitality Workplace Agreement
This agreement is still being resolved and employees met with the their bargaining representative (UFU) two weeks ago to consider a proposal put by CFA a number of months ago. CFA is yet to be advised as to the outcome of that meeting.
CFA Mechanical Maintenance and Tower Overseer (DMO/TO) Agreement
Significant progress has been made and we are well on the way to reaching an acceptable outcome.
CFA is working through a range of proposals around terms and conditions including:
- higher duties allowances
- hours of work
- overtime reimbursements
- consultation provisions
- potential pay increase scenarios.
These new agreements will place CFA in the best possible position to not only work with communities to keep Victorians safe from fire and other emergencies, but better reflect the needs of our people.
