Release of the final top line working structure

I am pleased that we can now release the final top line working structure which will drive the next stage of our CFA Creating Our Future Together Strategy, and is a key part of achieving our vision - working together with communities to keep Victorians safe from fire and other emergencies. This follows widespread discussion on the proposal over recent months.

The structure focuses on teams, moving away from our language of divisions / departments to communicate our commitment to working together - across traditional functions, across our regions, with our volunteers, communities and stakeholders towards One CFA.

The structure better integrates front line service delivery and aligns our support services, driving our performance and ultimately better outcomes for our frontline people and communities.

To assist in achieving our Strategy, the CEO has established a Senior Leadership Team, comprising the Chief Officer, Executive Directors, Regional Managers and Deputy Chief Officers. The Senior Leadership Team is responsible for driving implementation of the Strategy and influencing the future direction of CFA.

Design Teams have been established for each of the teams outlined in the structure. Each Design Team comprises Executives and their direct reports along with regional and HR representatives. The seven design teams are in the process of drafting their specific functions, functional groups and responsibilities for each Team.

Implementation of the structure will commence soon and is likely to take some months to complete. The Senior Leadership Team will continue to work with their people to oversee development and implementation of the structure at the next level.

It is important for us to set in place quickly a clear structure for Regions. For this reason Regional Managers will now report directly to the Chief Officer. This reporting arrangement will ensure a more direct line in our service delivery capability. This changes the reporting lines from what was the Director SPAC (which was picked up by myself as an interim measure) to the Chief Officer. This will be a positive for CFA as we go into the fire season. We remain fully committed to implementing the working structure after all appropriate consultation has been concluded.

I know there is some anxiety about the impact of these changes. This is not about reducing jobs, and for many people there will be no (or minimal) change. Where the focus of a role has significantly changed HR and Managers will work with you to match people and skills to changed positions.

To support our transition to the new structure the Senior Leadership Team and HR (in consultation with the industrial bodies) are developing guidelines outlining how we will manage the matching and implementation process of individual roles - ensuring all changes for our people are communicated and implemented appropriately. The Senior Leadership Team and I are committed to a fair and transparent process for you, and fulfilling our industrial obligations.
