CFA Board Communique

The CFA Board had a full agenda for its regular monthly meeting on 21 August 2017. 

This communique is to provide members and the community with an update on the work of the Board.

The Chair of the Board, Greg Smith AM, was pleased to welcome the Hon. James Merlino MP, Minister for Emergency Services, to the meeting.

Proposed reform of fire services

The Board and the Minister discussed the Government’s proposed reform of the fire services, and issues arising from the Fire Services Bill Select Committee process and report. The Board articulated the need for clarity and stability as the fire season approaches.

Board member congratulations

The Board congratulated Mr Smith on his appointment to the Zoological Parks and Gardens Board, and Board member Dr Gillian Sparkes on her appointment to the Economic Development Investment Committee. The Board also congratulated the Chief Executive Officer, Frances Diver, on being named as one of the Top 50 Women in the Victorian Public Sector.

Safety share

Board member Lynda Hamilton provided the safety share, noting the potential for personal harm or injury to CFA volunteers and staff when providing fire and rescue services to members of the community who may be affected by illicit substances.

Community Engagement Framework

The Board received a report from the Chair of the Community Engagement Committee, Mr Tim Young, who noted that work was proceeding on the development of a new Community Engagement Framework for CFA.

Performance Report

The End of Year CFA Performance Report was noted by the Board. The Board requested that management develop a proposal for more regular public release of response time data consistent with the data recently submitted to the Select Committee.


The Board considered an information paper on the Championships, and agreed that a strategy needed to be developed for the Championships to outline optimal arrangements in the future. 

Briefings to the Board

The Chief Financial Officer presented items to the Board relating to Year End Attestations on Standing Directions and Risk. 

The Executive Director Infrastructure Services and the Executive Manager ICT presented to the Board on IT security. The Board noted the need for everyone in the organisation to take sensible precautions to reduce the risk of exposure of sensitive information or the loss of valuable data.

The Board approved the creation of the Lucas (Ballarat West) Fire Brigade, with the brigade to commence operations on 8 December 2017.

The Chief Executive Officer briefed the Board on the role of CFA in addressing the Stawell tyres stockpile issue together with EPA, and noted the benefits to the Stawell community of reducing this significant risk.

The Board was also briefed by Chief Officer Steve Warrington who, along with A/DCO Gregg Patterson, highlighted recent work on the Learning Management System (LMS), and potential future enhancements to the system.
