Update from Anthony Ramsay, Executive Director Infrastructure Services

CFA has a large number of valuable assets throughout Victoria that we operate to provide services into communities that rely on us, in the protection of life and property.

Update

CFA Management and Board is committed to ensuring brigades have the assets and infrastructure they need to deliver these services in order to protect Victorians from the risk of fire and other emergencies. To do this, we recognise the need to plan strategically so that we can best utilise the assets we have and to make good decisions on investment into the future.

To ensure efficient investment planning and strategic management of CFA’s asset portfolio, we’re engaging with stakeholders to help us inform the introduction of policies and processes to help us establish a mature Asset Management System (AMS).

The development of the framework including the better use of Asset Management knowledge and data aligns CFA with the Department of Treasury & Finance’s (DTF) Asset Management Accountability Framework (AMAF).

An Asset Management and Investment Committee has been established to provide executive strategic oversight of all asset related investments and to foster greater collaboration and understanding across different directorates within CFA, including regions, districts and brigades.

We will be issuing communications to encourage everybody to be engaged with all elements of the CFA asset management system. This will increase awareness of asset management activities, procedures, roles and responsibilities as well as strengthen partnerships and knowledge-sharing for our maturing AMS.

Our AMS will help us link key activities that will allow the better use of CFA’s asset base and deliver on our strategic goals. These activities will inform the key decisions that need to be made from a lifecycle management aspect from initial planning all the way through to the disposal of our assets.

The first stage will largely focus on CFA managed assets in the Fleet, Land and Building, PPE&C and ICT asset classes. This is likely to expand over the coming years.

As our AMS matures, we’ll introduce systems to measure the effectiveness of our assets, monitor the condition and improve availability to enhance CFA’s ability to protect lives and property.
