Updates to the Emergency Management Manual Victoria

The Emergency Management Manual Victoria (EMMV) was updated on 30 July 2018 to reflect changes to the State Emergency Relief and Recovery Plan (Part 4) and Emergency Management Agency Roles (Part 7). 

Updates

The updates to the EMMV were a collaborative effort, with departments and agencies with emergency management responsibilities providing significant time and input.

The details of the updates are: 

Part 4 - State Emergency Relief and Recovery Plan (SERRP)

Updating the SERRP followed the transition of state relief and recovery coordination from the Department of Health and Human Services (DHHS) to Emergency Management Victoria (EMV) in 2016. These administrative updates broadly relate to: 

  • Alignment to agency roles and responsibilities in EMMV: Part 7, including machinery-of-government changes to those roles 
  • Updates to State and regional responsibilities and arrangements following transition of State coordination of relief and recovery to EMV 
  • Updates to Section 2 Emergency Management Context 
  • Updates to Section 4 Operational Governance and Relationships to bring into line with current arrangements 
  • Inclusion of updated State Relief and Recovery Manager and Regional Relief and Recovery roles, and 
  • Updates to Section 6.3.1 Emergency Shelter and Section 7.4.1 Housing and Accommodation following outcomes of the State Crisis and Resilience Council Relief and Recovery Single Incident Working Group. 

Part 7 - Emergency Management Agency Roles

Changes to Part 7 were an administrative review only and conducted to ensure any changes to legislation or machinery of government were identified and updated. The review process identified that the following role statements were required to be updated: 

  • Environment Protection Authority (EPA) and Department of Environment, Land, Water and Planning (DELWP) - changes to EPA and DELWP’s responsibilities as a result of the Independent Inquiry into the EPA 
  • Department of Justice and Regulation - inclusion of Youth Justice 
  • Department of Premier and Cabinet - inclusion of control agency responsibility for Cyber Security, and 
  • Department of Economic Development, Jobs, Transport and Resources (DEDJTR) - transfer of the control agency responsibility of Marine Pest Incursion from DELWP to DEDJTR. 

As part of the review process, it was also identified that the Victorian Fisheries Authority and NBN Co required the development of role statements.
